Blocked drain flooded road

This has been ongoing for many years, any rain and the road floods, recently there were 2 cars broken down in or after the flood.The ditch at the side of the road has filled in with mud a month or so after workmen were there. The problem appears o be the drain pipes under the road are blocked, the 3 drains are full of mud so the water collects in this dip
