Non efficient left filter light

When in Weedon Road, waiting to turn left into Buckinham Road (Heading north toward Watermead) the left filter light could light when other filter lights on other junctions light up i.e. right out of Buckingham road into Weedon Road and right out of Buckingham Road into Elmhurst Road. But it doesn't! You could also allow left out of Elmhurst Road into Buckinham Road (unsure of this as I don't make that turn). As none of these 4 turns cross each other at the junction they could all happen simutaneously. However, because they don't, traffic builds up unnecessarily - especially at rush hour!

TFB replied with a thorough response explaing why it can't be done & ending with "This enquiry is now closed" thereby preventing any continuing discussion or counter arguement.
There are 2 lanes & with a no right turn restriction, the only options remaining are straight & left. The division requires a little road paint, a get in lane sign & reprogramming lights.
There will always be an arguement that some drivers will have to block some traffic due to road layout e.g. a single lane road splits into 2 & all the traffic wants one turn. However, freeing left turn traffic when it is possible will make the backlog on that road shorter during the evening rush hour.
Personally I think letting traffic out of town in the evening rush hour has multiple knock-on benefits which haven't been considered.
