Construction barriers on footpath crossing very long time

I've been using this footpath to cross A404 Marlow Hill to access Handy Cross Hub by using the traffic light signal.
There are construction barriers which is blocking pedestrian from crossing the dual carriageway safely and it has been there for a very long time around two years and they haven't yet been removed.
I have attached an image of the location which was taken in June 2017 from Google Maps which shows the problem I am referring to.
This 'crossing' is used a lot by pedestrians to access the new leisure centre and Waitrose. The works on Handy Cross Hub have provided a safe means of crossing two busy carriageways but cannot be used meaning pedestrians are required to walk round the entire crossing onto busy roads. Please commission this crossing ASAP, there's no need to wait for Phase 3 & 4 of the project.
