Collapsing road surface

For what seems like 12 months or more there are a series of dips in the road surface which have been gradually getting deeper. They are each maybe 1m2 in diameter, and several inches deep. It is no longer safe to cycle across them on a road bike, and in the car it's enough to knock the steering off course when approaching the roadabout, therefore cars are weaving around them right by the roundabout exit into the path of other vehicles. There could be a collision with someone turning left out of Sycamore Road soon.

Road surface at this position was not fixed permanently, & is now buckling up & collapsing again into a series uneven dips & a new pothole
Drivers again are driving out-around it onto the centre of the carriageway. Can it be mended permanently with a large edge-sealed patch please?

Some tarmac seems to have been put in 2 of the 3 dips, but the largest, deepest one nearer the kerb has not been touched. It’s dangerous.
