Thame Road leading to Long Crendon

The hedge(s) on the pavement from Long Crendon to Thame are in desperate need of cutting. The hedge in places sticks out so much that pedestrians have to walk in the road, creating a dangerous situation.

So, you have zero responsibility to ensure a pavement is safe for pedestrians to walk along, and you have no responsibility in contacting whomever owns the hedge to ensure it's trimmed appropriately?
I am bemused.
We just wait for the landowner to cut it when they can be bothered? I doubt the same landowner owns all the hedges along the pavement, either...

There are several sections of hedging that are in desperate need of cutting back. The attached photo is just one example where pedestrians now have to walk in the road as there is no room on the pavement. This could lead to a very dangerous situation, especially with darker mornings and evenings as winter approaches. If this is not the council's responsibility, then surely you must be able to encourage the field owner to fulfil their responsibilities?
