Pavement opposite the speed camera down to zebra crossing

The pavement is partially blocked by ingress of debris, I.e leaves / mulch from the tree verge. It appears this is a historic problem as previous surfacing of the pavement has been undertaken up to the debris point rather than the debris being cleared prior to tarmac being laid. The debris is now taking up approx one third of the pavement width all along this section of the road reducing it to a single track pavement as opposed to a normal width pavement, which causes pedestrians to step into the main road when passing each other which is dangerous. Ideally the debris needs to be removed from the pavement area and the pavement assessed / repaired.
