Pathway outside Woodlands View flats and residence car park

The tarmac on the pavement is breaking up. It has been like this for many years. and gets worse every winter. I slipped on the loose gravel (indicated in the photo) grazing my elbow and bruising my hip quite badly. This is a steep pathway and is dangerous when coming down the hill to the residence car park. The problem is worse outside Woodlands View on Herbert Road opposite the entrance to Ash Hill Primary. School.
