Drains on road next to 18 Bridens Way, Haddenham

My correspondence in connection with this issue dates back to February 2016, but the problem started before that. My previous correspondence with Transport for Bucks is Mr. Dave Smith and my enquiry reference is 46023086. Mr. Smith wrote to me on 29th September 2017 to say "I can confirm that jetting of the system was carried out and system is now running at full capacity. The issue is that Haddenham surface water systems empty into a soakaway system which is located outside number 12, due to the nature of this where water naturally drains through the sub base material and at times may take longer to drain when the water table is high."
I cannot accept the drains are running correctly. Please see attached photographs taken on Sunday 14th October outside our house. Though it rained quite a bit on Sunday it wasn’t a sudden torrential downpour and not exceptionally heavy. We have had to resort to clearing out the drains ourselves to increase the chances of water draining away but if a car is parked over the drain, as it is in the photograph, we cannot do that.
The wash from vehicles passing through the standing water sends the water up over the pavement under the fence. On 31st May 2017 the rainwater washed under the fence and washed across the path. I have put stones by the fence in an attempt to deflect the water away but in reality sandbags are the only protection from water washing under the fence.
We do not want the water under the fence because between the fence and the house is a 1 metre pathway and the water will then pass through the air bricks into the void underneath the house which obviously is going to have a detrimental effect on the building.
Please can you make sure this addressed because quite clearly in times of really heavy rain we are at serious risk of damage being caused to our house.
