Column position has been moved opposite new house with new LED lantern

This column position has been moved to the opposite side of road with a new 6m column and LED lantern. The LED lantern comes on at night with all the arrays working, but not at full power i.e light output. Then after a few seconds it dims to an even lower light output. Then after a few seconds it reverts to the first level and then carrys on cycling like this all night. At no time does it get to the proper full power i.e. light output.
