As our boundary and driveway meets the road (79 Blackpond Lane)

I am conscious road resurfacing works are shortly due to take place, and so I wanted to raise an issue which has affected us since we moved into our property over 4 years ago. As the road is higher than the bottom of our driveway, there is considerable run off of rainwater, which always gathers in large pools at the bottom of our driveway, and does not find it's way to run off into the street storm drainage system. After heavy rains, the pooling often extends to the nearest street drain but then quickly gathers over it (so does not immediately drain away, suggesting there may be a blockage). The problem is exacerbated by the fact that the tarmac of the road does not run up to our boundary - there is a muddy gap made up of earth and gravel, which produces a lot of dirt on the driveway. Given the pending roadworks here, it would be great if the new tarmac could properly adjoin our boundary, but also if the resurfacing could take account of the necessary levels to allow run off of excess water to the street drain, and for the drains to be cleared to allow for proper drainage. Please could someone let me know what can be done? Thanks
