Footpath by crossing on Blind Lane//Spring Gardens/Chalklands

There is a tree with very low hanging branches over a footpath at the bottom of Blind Lane, Bourne End. The path is by the zebra crossing at the bottom of Blind Lane by Chalklands. The hanging branches impede the path and are starting to obstruct visibility for the crossing, which is used by parents and children as it is a popular and busy route to Claytons school. Can these be cut back and do you know when it can be scheduled? Thanks
