Standstill traffic caused by unsynced temp traffic lights

Temporary traffic lights have been put in place at busy junction (Tring Road/New Road - outside Holiday Inn), however, have not been weighted correctly so traffic is at a standstill during rush hour (and beyond). Lights on the main road are red, even when there are no cars at the other junction. Lights went up yesterday and die to be in place until November.
