Blocked right of way

We were walking the Shakespeare Way today and after crossing the M25 motorway we attempted to access the footbridge over the Grand Union Canal but it was blocked by transport containers and wire fence. There were several Shetland ponies running free. A Thames Water employee said the land was owned by Thames Water but this section is leased out. We had to make a long detour which, given that we were attempting to walk on the national long distance Shakespeare Way it is very disappointing and annoying to find this right of way severely blocked.
