Missing drain cover

There is a narrow drain on the road outside the driveway, this is supposed to flow to the larger drain hole. The metal cover for this narrow drain has rusted and parts are missing leaving sharp edges. This is on a main thoroughfare to the local primary school. The drain is also blocked, when a small amount of rain falls it flows from Main Street into Lower Way, it overwhelms this drain causing torrents of water to flow down the driveway of two properties (32 Main Street and Stratford's) and shifts tonnes of the gravel drive, often leaving it in the garden of one house. This has been happening for at least the past 4 years, I have reported this before but the actions taken so far (digging a small ditch outside my house) have never solved it.
