Under the railway bridge in Rectory Hill

Traffic lights have been operating here for some days, however, the work is complete and nothing is happening. All that there is a pile of plastic fencing in the road and a few cones. It has been like this for at least five days. Why are the lights still holding up traffic for no good reason? Should throw it all into the hedge?
