WHere Station Road Intersects with Institute Road at the end of Beaumont Rise, on North Side of Institute Road

Driving from Beaumont Rise onto Institute Road, on the Left Hand Side the drain is blocked. The puddle caused by the blocked drain is 20 metres long and 5 metres wide. It is spans from the centre of the (newly surfaced) road to the start of my property and the 3 houses next to me. The curb-side, footpath and half the road is completely submerged in water. The only way I can exit my property is by walking over my next door neighbours garden and drive. Children and elderly people are forced to walk down the centre of the road to get around the water. The drain in the middle of the 20x5m puddle is completely blocked. The road was resurfaced this week which has made the water level even higher and it is in danger of coming up my drive to my house. This is an urgent problem when it rains. I was told that it would be cleaned cyclically but not when that would be. Please can you explain when it will be fixed as it is currently dangerous for foot pedestrians and the homeowners around me. Also I imagine it is not great for the new road surface.
