Main Point in front of the bus stop

There is a sunken drain which is also completely blocked on Main Point. Water from the road cannot enter at all. The drain is a trip hazard and water accumulates around it and also freezes during cold weather, which is a slip hazard. The road condition is poor with large potholes which are also a trip hazard. Also reported the drain to Thames Water. The Main Point area is maintained by the Council not RAF Halton and drains are therefore not covered by Severn Trent Services on behalf of the MOD. Can anything be done to improve the situation? a) clear drain out b) improve road condition particularly around the drain to reduce risk of slips, trips & falls.
