Trip wire hazard

Outside 3 North Park there is a wire on the pavement from a box to the property. It is a trip hazard for pedestrians. I was on my bike on the pavement trying to keep away from the kerbline to avoid being too close to an HGV and only saw this wire at the last minute Is this arrangement permissible?
