Silver Birch outside number 95

The telephone line to our house radiates from the pole opposite and passes through the tree (see photo). Because of the type of tree it sways a lot in medium to high winds and pulls on the cable. There is a strong potential for the tree to snag the wire and be pulled out. Please can the tree be cut back to prevent this risk. Thanks.
