Sent to Buckinghamshire Council less than a minute later

On 10/04/2020 our suspect has written a message to their daughter on the pavement in what appears to be some sort of yellow spray paint and the victim cannot remove it. It has been crimed as a criminal damage and the crime ref number is in the subject of this email. He has been interviewed and denies it being criminal damage as it is in “spray line paint”, however, this will take 3 months to wash off and is still classified as criminal damage by us.

Would I be able to obtain a statement from someone in relation to the fact that Bucks council or whoever it may be, owns the pavement and how much it would cost to remove the paint? He could be lying and this could well be permanent spray paint. It is causing a large amount of distress to the daughter and would need removing ASAP.
