O/S Parkfield House

I’m getting in touch to enquire about a tree which appears to be dying or heavily diseased.
The tree is roadside on Church Lane, in between Parkfield House and The Old Rectory.
The tree, which looks like a lime or linden, has only part foliage and the rest of the branches are completely bare - particularly those higher up. During the recent high winds I was concerned for safety of road users through Latimer. I’m not sure if it’s a council tree or on the land of the neighbouring hotel and to be honest I’m not sure how I would confirm this but from plans I have from the house deeds it looks like the latter. Perhaps you could confirm or let me know?
There are regular falling limbs, albeit relatively small, from this tree, I can’t imagine the damage it would do if one of the larger limbs dropped. I thought I’d get in touch to see what we could do about it - perhaps if it could be substantially cut back or better still removed - that would be much safer. I would be happy to make a contribution if that would help.
I’ve taken some pictures of the tree and a screenshot of google maps just to provide a bit more detail.
