Storm drain opposite Churchill Drive on the Penn Road

This drain has been blocked for the last two years. It is now producing a pungent smell. I am no expert but I am under the impression that stagnant water can produce legionnaires disease. In addition, opposite Forty Green Road/Penn Road the street lighting post is damaged and has been for the last two years, along with the keep left signs. The volume of debris around the keep left sign is a disgrace. The local engineers should have picked up on this years ago.
