The street light is a decomissoned street light but has a bulb hanging over edge and top of street light flapping and makes very loud noise making hard to relax in our garden and sleep at night

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 2172258.
I have sent in pictures of this street light before and was told this street light was going to be sorted. It still remains with bulb hanging over edge of old street light the top is broken and the metal is flapping around. If this street light is no longer in use as you have new one next to it can the old concrete lamp post that is broken and not used, can not be removed completely?
