Huge number of black plastic bags strewn around some recycling bins. This disscusting mess has been there for quite a number of weeks if not months. The bags have been broken by scavengers, it is no wonder that Chesham is particularly badly infected with rats. I presume the perpetrators live nearby and have not contacted their refuse service. This require urgent attention, it is a public safety issue.
