Alley way between houses 8 and 9 Blyth Close

Received by Buckinghamshire Council moments later
2 bags of 25kgs, of plaster have been dumped in alleyway between houses 8 and 9, were seen on sunday 5 th july, however i think there were builders working in a property in Cole Road, which is by the alleyway. one bag already open , and hope they are not split anymore before it rains.
I have asked all the houses around the area if it is theirs, but no one says it is theirs
