Outside number 24 Moorlands and the house opposite

During today’s thunderstorm the drain cover lifted outside number 26 Moorlands and water gushed through the holes in the cover until the rain subsided. You can see this in one photo to the right of the conifer in the picture. The drains were not blocked but they had difficulty coping with the amount of water coming down the hill on both sides of the road. The houses most susceptible are on the opposite side of the road to number 24. I have seen this before during previous thunder storms. You are the experts can these drains cope? It is a danger to vehicles driving on the road during a thunderstorm. I have video available as well. Houses have been flooded in the past.
