Large Tree Overhanging Car Park

I am contacting you from the managing agent for Liston House. The large tree on the right hand side of the attached image is coming over to the Liston House car park and drops its leaves onto the cars, it does not appear to have been trimmed in some time. Could you please look into this if this is a council tree?
