Ongoing rubbish problem, health hazard

I’ve moved into the property (Cotswold Way, Downley) at the beginning of July! I spoke to the landlord about the waste at the front who advised me to speak to the council! It’s genuinely a health hazard that I need to pass every day with my 5 month old daughter! It gives me anxiety thinking about the amount of germs and infestation that’s living amongst it!
