Pathway between Guernsey Close and Galloway

There is a tree in the alley between Guernsey Close and Galloway and branches are snapping off. One is hanging over my elderly neighbours fence, so if this comes down it will take the fence out. One is hanging over footpath which could cause an injury if it slips further down. There are also other large branches on the path which we have moved to the side. Also the tree is getting too big and growing around the street light it also puts our gardens into shade so if possible when the branches are removed the tree could be pruned to prevent this happening again and to allow light into the gardens. Can you let me know when this situation will be looked at. Many thanks
