Victoria street to eagles road

Is Victoria street and eagles road a one way system ? I am forever driving along these roads towards oncoming traffic . There is no where to pull over so vehicles can pass safely. There are cars parked on whole of the left hand side of the road making it a single lane . This has caused many near accidents and arguments between drivers . It needs clear signage as to what you can and can not do . It has been getting worse and worse over the last year . With some very rude people arguing that they can do what they like when they like .
