Rubbish thrown all around the back of my house

At the back of my house, on Brushmakers court, there is always rubbish thrown everywhere and bins are left by my house. Sometimes, bin bags left outside my house are spray painted with a blue dot which is very suspicious. This has been happening for almost a year. I have spoken to the council many time’s but nothing is done about this.
