Vehicles obstructing a footpath

There is a listed footpath that runs from Botley Lane across the access road to the Old Scout site and beyond, which is being used increasingly for parking cars associated mainly with a business located in Botley Lane. Some vehicles are clearly dumped and have been there for more than a year; many of others, have no tax or MOTs.
Where these vehicles are parked was previously restricted by hedging, but this was cut down
This is supposed to be a footpath not a car park.

The obstructions are getting worse. The photographs show there is not enough room for a perambulator of a wheelchair.
The fact is that until the undergrowth and hedging were cut back around four years ago, a car could not pass from the the private access roadway to the scout hut site, into Botley Lane, previously this was a pedestrian route only.
