Disabled parking space on St John's Road, in front of white house on right hand side of the road

There is a disabled parking space which is no longer needed on the road. The person who applied for this parking position across the street has deceased over 2 years ago . There is limited parking on the road and as residents with permits we are often not able to park on our road. Please can you advise if this can be changed to a normal parking place and if not please confirm that we will not be fined if we park there with a residents permit.
