Blocked gully by speed bump outside 9 Pound Lane

The gully in front of 9 Pound Lane next to the speed bump is not draining away properly. When there is rain the road floods and this makes it very difficult for us to get in and out of our front door especially with people driving so fast through the water. I reported this last year and the mud and leaves that were blocking the grill were removed. However I was told that when you carried out a flow test, the water was not draining away but instead running back into the drain. I was also told that this gully is connected to a soakaway on the opposite side of the road which needed to be cleared out in order to fix the problem. This was never carried out so we continue to experience issues with standing water when it rains. Please would you be able to locate the soakaway and clear it out so that the rain water drains away properly.
