Someone has flytipped wet concrete

This is a road safety issue. There is a large lump of congealed concrete at the road edge which juts into the road creating a dangerous obstacle to vehicle tyres as if hit, it would very likely burst the vehicle tyre and cause a crash, especially as it is is the single width section. It should be completely removed so that the risk is removed.
