Bag of builders rubble and domestic fridge

Sorry no photos but it's obvious what a bag of builders rubbish and fridge look like. Too dangerous to stop my car to photograph it. I have reported this in Nov 20, Dec 20 and now January 21, but the job gets closed with no action taken. Now there is also a lot of rubbish on the next bend in the road, as though bin bags have split and strewn the rubbish about. There is suspicious behaviour since this is a recurring situation and illegal therefore suspicious.
