Tree on the edge of the footpath close to Denham Lane

On this tree are hanging numerous bags of dog excrement, along with bags of more general rubbish. This is obviously a disgusting site and may cause environmental damage. Given the sheer accumulation of these bags and the proximity to Denham Lane, it might make sense to install a bin here, preferably with space for dog mess to be disposed of safely.
