Drains blocks, over run Townsend causing flooding on road

This is a long standing problem which I keep being promised will be fixed. Surface water from Upper Street fed into too small a drainage pipe now ends up on Townsend. Drain cannot cope. Further along a drain is blocked. Water pours down my drive every time it rains. Pedestrians get soaked.
