Permanent flood in wet weather

When ever there is any rain there is a large section of this lane that floods. It is very deep it is impossible for pedestrians or cyclists to pass as they have to climb up on a very narrow bank holding onto a Barbwire fence to be able to get through. The drain cover is well above the flood which is probably 30 meters long. My car is permanently wet and filthy through having to drive through here twice a day. Have seen a couple of cars stranded in the middle of it just before Christmas.
