Broken small drain cover

Hazardous Drain cover - pavement outside 45 Barnard crescent
I have reported this before but it seems to be a recurring issue. It is one of the old style flip covers, it is up again and I tried to kick it back down but couldn’t. I suspect the issue is being caused when the residents of the house are driving over it to access their drive, however it is on a public footpath which is not well lit and could cause a nasty injury should anyone trip over it. It either needs replacing for a non flip one or someone to contact the house owner and ask them to ensure they check their vehicles haven’t lifted it when they’re driving over it.
