Massive flooding so its impassable and dangerous dumping of significant amount of waste along the stretch

THe flooding is across the whole road of the layby which I believe is council maintained. It makes the route impassable and also dangerous for vehicles. At least two foot in the middle. But the immediate danger is the amount of waste (left by HGV drivers as I have seen them discard glass bottles, faeces, bottled urine, and dirtied clothes. This is next to a playground for disabled children. The place is a minefield of filth and degredation. Needs a reguklar cleanup and pumping of the water
