Overgrown trees taking phone lines down and blocking road

The residents asked for these two cherry trees to be taken down a few years ago but were refused permission and a tree preservation order was placed on them. Nobody from the council has been out since to maintain them and they are overgown. A phone line is currently broken doe to the branches being too high and in the phone lines ad when we get to spring and summer delivery lorries and waste refuse lorries cannot get past the overhanging branches in the street. Realistically they need to come down as they are too big for where they are. But if they have to stay the council need to crown and cut back these trees please. Many thanks.
