On the road it is the silver car in the picture that I have issues about

The car in the picture has been parked on the double yellow lines everyday for 5 months yet receives no ticket. Sometimes the car is so far in the road I have to drive up the curb and this is not safe at all. This is a danger to people walking on the street as well as this meaning emergency services would not be able to fit down the road if they are needed. I have asked traffic wardens to ticket his car as this is extremely unsafe but they have told me “we don’t give tickets to the right side of this street” even though there is double yellow lines and this is illegal. I live in the area and have agreed with the owner of 2 parking spaces on that same street that I could use their space as my flat does not come with parking, yet my car has been ticketed twice and my car was not even in the road to the same extent his was. I am unsure how that works as the traffic warden must’ve seen the silver car when ticketing mine on both occasions yet decided to not give his car a ticket despite his car being in a position to cause harm to the public and mine wasn’t.
