Long standing blocked Drain in layby of even numbers part of Blind Lane

Some many months ago during a large extension build, cement dust from the area was swept into the first of two drains in the turning circle by Spring Gardens. For probably two years we have seen extremely heavy flooding, resulting in filthy water laying in the inaccessible turning circle. The drain will need to be drilled out and reinstated to avoid further unhealthy flooding and problems for elderly people navigating the footpaths. Thames water have been fixing a leak along the central reservation, but this has nothing to do with the 'non open drain'. I look forward to receiving a reply. And confirmation that the container with a mobile toilet on the grass, (is it ever inspected and changed), will be removed very shortly.
