Tree on corner of Bell Walk seems to have died

The curly hazel/willow (not sure which) on the corner of Bell Walk/Winslow Road hasn't come back to life this spring. It's on land owned and maintained by Bucks Council. No new leaf growth this year, twigs are very brittle and snap easily. Its top is quite near a utility cable.
