Recurring pothole

Received by Buckinghamshire Council moments later

Large pot hole in middle of road outside 18 Rosebery Avenue HP13 7AH I witnessed the following just a few days ago: 3 workers, arrived, no attempt was made to remove the broken tarmac within the hole, they then poured fresh tarmac into the pot hole, and within 2 minutes used a whacker to compact it. This took a total of less than 5 mins. 2 days later the tarmac has come loose again and a hole has appeared around the edges. Is this the standard practice to NOT remove damaged tarmac in the first instance?
