Oil leak from car being repaired that is on a public highway (car is on a SORN) Contamination and fly tipping of oil, oil draining into gully system

I wish to report an incident of contamination and potentially related fly tipping. Repairs are being carried out on a public highway on Beechlands in the St Johns Development in Hazlemere. The car being worked on is on a SORN and should not be on the highway. It has no MOT an is unlikely to be tax or insured. There is evidence of an extensive oil leak below the car that has contaminated the highway and is draining into an adjacent gully.
There is also evidence that someone has been illegally disposing of oil in the grounds of St Johns Manor House. There is evidence of further spills on route to the tipping site which has contaminated the public footpath and the soil within the old play area. I am not sure if the incidents are related but there I an oil trail from the car that suggest that they may be.
