The pavement has formed ridges and you can see broken concrete below the pavement surface. The pavement is a hazard to pedestrians. Underneath the bridge you can see significant corrosion at the same point that looks like water damage. I strongly suspect that water has penetrated the surface and reached some unprotected steel that has corroded and spalled the concrete above. The damage below looks like significant corrosion.

Potentially dangerous and requires urgent inspection.
