Received by Buckinghamshire Council moments later
Every month I see litter on roadside verges that's been mown or strimmed by what I assume are companies contracted by local authorities. This is perhaps one of the worst and most blatant examples I have witnessed. Judging by the amount, the operative could not have missed this and so I believe this is a deliberate act. I'd go so far as to say someone with a strimmer was gleefully churning up this litter into smaller and smaller pieces without caring to pick it up beforehand. What is the council's policy on picking litter before mowing? Is there one?
