Pavement outside the (old) Red Lion public house, High Street, Great Missenden

There is a development going on at the public house and behind it. The developers are constantly taking up the block pavement outside the public house, digging up the pavement and blocking the footpath. The pavement was once a reddish colour but is now grey, gritty and dirty for a considerable distance each side of the site. There is often a flow of water coming from a small drain at the side of the building and into the road. Presumably from something the developers have done and not put right. Wasting lots of water! Can they keep on and on blocking the pavement on a very narrow street? Is there an agreement whereby they restore and clean up the pavement or are they able just to walk away when they have finished? I can't not identify the people as they are obviously causing the problems! Please will you visit the site yourselves and report back
